Veronica, it's based on a conversation I overheard about a personal vaporizer or electronic cigarette - a certain kind called a "mod" - these are bigger than standard ones to hold larger batteries for more power & longer vaping time and are usually, but not always tubular in shape and bear more than a passing resemblance to a phallic object. Hope that clears it up.
